CSW Development built Lirica with Blueprint Local as equity partner and financing arranged by JLL Capital Markets. The state project registration, filed as “CSW 5th Street,” names STG Design as design firm, puts the cost at $67 million and runs the schedule from March 2023 to June 2025. Units average 799 square feet: studios from 434 to 552, one-bedrooms 691 to 1,023, two-bedrooms 1,023 to 1,496 and a 1,401-square-foot three-bedroom. A fifth-floor sky lounge faces the downtown skyline, and the plan includes a quarter-acre pocket park, a two-story fitness center, a record lounge, a club room and a 496-space garage. RPM Living leases it. The Opportunity Zone site is in Govalle near the interchange of East Cesar Chavez Street, East Fifth Street and US 183.
